mselect is looking to hire an Area Authority for an international oil and gas operator in Basrah. Candidates must have a minimum of 10 years of relevant experience. Fluency in English and Arabic is a must.

Role Synopsis
the Area Authority will play a key role in facilitating work on site and embedding application of the Control of Work Procedure during a period of increased remediation/ improvement work including high-risk activities. Responsibilities will include providing support to existing COW team and managing how work is executed on site. Including coaching and development of local Operations and Project staff involved with the control of work process. 
The Area Authority will be managed on a day-to-day basis by the Operations Team Leader but will also work closely with the COW Team Leader and Technical Authority.

Key Accountabilities:
  • Reviewing , authorizing and verifying risk assessments as part of the Site Permit process prior to issuing
  • Conduct Permit walkdowns on site to ensure all hazards and risks are accurately documented and assessed, relative to the planned work
  • Manage Simultaneous activities (SIMOPS) on site as per the COW standard and activity schedule
  • Coaching, mentoring and advisory support to site personnel to strengthen their understanding of CoW principles and support them in establishing good practice on-site
  • Support understanding and implementation of the CoW procedure, specifically energy isolation integrity
  • Having a comprehensive understanding of CoW Procedures, CoW principles and established good practice. The Area Authority is expected to take responsibility and ownership of Areas to ensuring that CoW procedures and best practice are understood, applied and followed, to safely control work on-site
  • Identifying areas for improvement, capturing lessons learned
  • Supporting roll-out and implementation of the site Control of Work Improvement Plan
  • Having a comprehensive understanding of the Worksafe CoW Management System
  • Providing advice on good practice on Work Planning, Job/Task Descriptions and on required Hazards and Controls to ensure that all tasks are completed in a safe and efficient manner
  • Supports the Control of Work Team by conducting audits and self-verifications on all aspects of the CoW process across all operational facilities
  • Responsible for providing additional CoW technical assistance and advice during Turnarounds and Shutdowns in both the planning and execution phases
  • Conduct regular reviews of CoW related verification activities and provide recommendations to the CoW Team Lead and operations team lead for interventions
  • Shares best practice and drives consistency across the field in the application of CoW standards
  • Participates as Area Authority  in incident investigations when required

Requirements:
  • Minimum 10 years’ experience in Oil & Gas/ Chemical processing industry
  • Minimum 5 years as Control of Work signatory in an Oil & Gas/ Chemical processing environment to minimum Area Authority level or equivalent
  • Excellent written and English language skills
  • Proven capability in training, coaching and mentoring
  • Good IT skills and abilities (Word, Power Point & Excel)

Essential Experience:
  • Extensive experience in operational Oil & Gas/ Chemical/ Civil and/or HSE disciplines
  • Comprehensive knowledge of Permit to Work Systems and CoW principles
  • Comprehensive understanding of the principles of energy isolation
  • Comprehensive understanding of risk assessment principles and their practical application on-site
  • Extensive experience in coaching and mentoring, preferably in a multi-national, oil & gas environment
  • Experience in preparing and delivering CoW Training Sessions
  • Good interpersonal skills and behaviours (Safety, Respect, Courage, Excellence, One Team)
  • Experience in conducting and assessing CoW Audits
  • Effective influencing, communication and engagement skills across a diverse functional organisation
  • Self-motivated and able to work with minimal supervision
